I believe that 4000's use bendex drive, rather than solenoid, drive starters. In general, most things wrong with a bendix drive will give a continuous rather than occasional problem. The exception is a worn flywheel, which is an unpleasant thought. You might take off the starter to see how much is left on the bendix gear and replace if necessary. ON reassembly, the surfaces should be clean and the starter shaft correctly seated in the receiving bushing on the bell housing to ensure proper alignment. You might also inspect the flywheel looking for broken or worn teeth on the ring gear. On rare occasions, the engine may stop with a broken ring gear tooth just lined up so the bendix gear can't engage. I don't know how much muscle it would take, but rocking the tractor with it in gear may reposition the flywheel enough to solve an occasional problem. ....
